RESOLUTION OPPOSING THE DEVELOPMENT AND CONSTRUCTION OF TOLL LANES OR TOLL ROADS IN WILLIAMSON COUNTY
Whereas The Republican Party of Texas platform plank #51 supports the abolition of existing toll roads and prohibition of further construction of toll roads in our state; and
Whereas toll operations in Texas have previously involved ownership by foreign entities; and
Whereas in 2017, Governor Greg Abbott said that new roads in Texas will be built “without adding more toll roads; and
Whereas also in 2017, Lieutenant Governor Dan Patrick said he “strongly support[s] efforts to reduce…reliance on toll roads”; and
Whereas Central Texas Regional Mobility Authority is plagued with complaints from Texans about “surprise billing”, poor customer service, and levying unsubstantiated financial penalties, including improperly billing disabled veterans and freezing their ability to renew their vehicle registration; and
Whereas only one toll road in Texas has ever been converted to a free thoroughfare after construction debt has been repaid; and
Whereas historically, the toll company contracts have involved “non compete agreements” wherein taxpayers are on the hook if any new construction of free roads interferes with toll revenue; and
Whereas new toll lanes like those built on Mopac and in Fort Worth allow the toll collection companies to artificially inflate toll rates during peak traffic hours; and
Whereas toll rates on existing toll roads have never reduced over time, but instead have always increased year over year; and
Whereas a toll company like CTRMA has never conducted a “traffic and revenue study” without subsequently building a toll road or toll lanes;
Now, be it resolved that the Williamson County Republican Party opposes the study, development, or construction of additional or new toll lanes or toll roads in our county; and
Further, be it resolved that the Williamson County Republican Party urges elected officials in our cities, municipalities and county to commit to keeping all existing and future roadways and lanes non-tolled.
