RESOLUTION OPPOSING SHARIA LAW AND THE PROLIFERATION OF ISLAMIC CENTERS IN WILLIAMSON COUNTY

Whereas the U.S. and Texas Constitutions are the supreme law of our land; and

Whereas foreign or religious law can supersede neither the U.S. or Texas Constitution, nor our state laws; and

Whereas in 2016, Texas Attorney General Ken Paxton released KP-0094, summarized as “a court is not required to enforce a foreign law if enforcement would be contrary to the public policy of this State or if it would violate a party’s basic right to due process”; and

Whereas in 2017, Texas Governor Greg Abbott signed into law House Bill 45 (Leach) restricting the interference of foreign laws or tribunal judgments in our state’s established marital and family laws and prohibiting foreign laws or judgments to violate Texans’ constitutional rights; and

Whereas in 2025, Governor Abbott and Attorney General Paxton announced investigations into a East Plano Islamic Center (“EPIC City”) being proposed in North Texas; and 

Whereas in 2025, the Texas Funeral Commission issued a cease-and-desist letter to EPIC City developers a dozen other state agencies were also launching investigations into the compound for “illegal activities” and misleading investors; and

Whereas recent reporting shows that the Islamic Center of Brushy Creek and the Islamic Center of Round Rock have received over $200,000 combined in federal and state grants; and

Whereas a week after the October 7 Hamas attacks on Israel, the Imam of ICBC posted a video to his social media claiming that “the fighters were not there to target civilians” and has claimed that Israel created ISIS; and

Whereas on January 22, 2024, the ICBC signed onto a letter addressed to then-President Biden in support of the Council on American-Islamic Relations; and

Whereas in 2025, the Republican Party of Texas adopted a Resolution Denouncing CAIR and
“its efforts to undermine American values, laws and civic institutions”; and

Whereas the Georgetown Islamic Center, located on a 6.2 acre tract in an unincorporated area of Williamson County, hosted a Sharia jurist as a speaker and has bold plans to expand its business, educational, and religious operations;

Now, be it resolved that the Williamson County Republican Party concurs in the RPT’s opposition to CAIR; and

Further, be it resolved that the Williamson County Republican Party denounces any individual, organization or institution in our county or state that supports CAIR, either philosophically or financially; and

Further, be it resolved that the Williamson County Republican Party strongly urges the State of Texas to cease any and all grants or other subsidies provided to such organizations or institutions; and

Further, be it resolved that the Williamson County Republican Party urges local governments, to the extent allowable under law, to immediately halt further expansion of facilities owned and operated by such individuals, organizations or institutions as those denounced above, pending investigation and confirmation of compliance with HB 45 and KP-0094; and

Further, be it resolved that the Williamson County Republican Party calls on our local and state elected officials, as well as any and all state agencies, to investigate the proliferation of such organizations and institutions in our county to ensure that the Constitutions and laws of this country and state are honored, and that no foreign law is being enforced against our citizens.
